Travellers departing Changi Airport to pay $6.90 more in fee and levy from 1 Nov

SINGAPORE — Passengers flying out of Changi Airport will face higher aviation charges from 1 November, following a two-year halt on such increases due to the COVID-19 pandemic.

This would mean that they pay $59.20 in total for departing Singapore, or $6.90 more from $52.30 currently. The overall increase is due to a higher passenger service and security fee at $40.40, up from $35.40, and an increase in the aviation levy to $8 from $6.10.

Those passengers whose air tickets were issued before 1 November will not need to pay the higher fee and levy, said the Civil Aviation Authority of Singapore (CAAS) and Changi Airport Group (CAG) in a joint statement on Thursday (15 September).

The passenger service and security fee for those departing from Changi Airport has remained at $35.40 since 1 April 2020.

Due to the COVID-19 pandemic, the planned increases of the fee – announced in 2018 – to $37.90 in 2021 and $40.40 in 2022 were suspended, said the joint statement.

Following the 1 November increase, the fee will subsequently rise to $43.40 on 1 April 2023, and to $46.40 on 1 April 2024 to cover the higher cost of operations.

The aviation levy will remain unchanged at $8 from 1 November until 31 March 2025, The levy's increase on 1 November will mark its first adjustment, which was introduced 13 years ago in 2009 at $6.10, said the joint statement.

Passengers arriving at Changi Airport, as well as transfer and transit passengers, do not need to pay the levy.

The current airport development levy at $10.80 will remain unchanged until 31 March 2025.

The landing, parking, and aerobridge charges for all flights operating at Changi Airport will increase by two per cent on 1 November, the statement added. This will increase by another one per cent each year on 1 April 2023 and 1 April 2024, as announced previously.

The higher fees – for passengers and flights – and aviation levy will go towards CAG's operation, current infrastructure upgrading of terminals and future development plans as well as other areas.
