Storm Isaias Downpour Brings Flash Floods to Pennsylvania
Weather warnings were issued along the East Coast on August 4 as Tropical Storm Isaias moved north, posing “a significant risk of life-threatening flash and urban flooding,” the National Hurricane Center said.
