Security has been tightened around the U.S. Capitol in Washington - scene of a deadly assault in January - after police warned that a militia group might try to attack it on Thursday, an important day in the calendar for some pro-Trump conspiracy theorists. March 4 is the day when believers in the baseless QAnon conspiracy have claimed that former President Donald Trump, defeated by President Joe Biden in the Nov. 3 election, will be sworn in for a second term in office. An unidentified group of "militia violent extremists" discussed plans in February to "take control of the U.S. Capitol and remove Democratic lawmakers on or about March 4," according to a bulletin issued on Tuesday by the Department of Homeland Security and the Federal Bureau of Investigation.
The U.S. Senate is expected to begin debating President Joe Biden's $1.9 trillion coronavirus relief package on Thursday after agreeing to phase out payments to higher-income Americans in a compromise with moderate Democratic senators. The Democratic-controlled Senate is scheduled to reconvene at noon (1700 GMT), when it will consider a motion to launch 20 hours of debate on the massive bill. The Senate will convene despite a warning by the U.S. Capitol Police that it had obtained intelligence about a militia group's possible plot to breach the Capitol on Thursday, a day some conspiracy theorists believe that Republican former President Donald Trump will be sworn in for a second term.
Britain, France and Germany have scrapped a U.S.-backed plan for the U.N. nuclear watchdog's board to criticise Iran for scaling back cooperation with the agency, diplomats said on Thursday, amid concerns about efforts to revive Iran's nuclear deal. The European powers, all parties to the 2015 nuclear deal, have been lobbying for the International Atomic Energy Agency's 35-nation Board of Governors to adopt a resolution at this week's quarterly meeting expressing concern at Iran's latest breaches of the deal and calling on it to undo them. However, Iran has bristled at the prospect, threatening to end a recent agreement with the IAEA that limits the impact of its latest moves and enables monitoring of its facilities to continue in a black-box-type arrangement for up to three months.
A car bomb killed or injured a number of fighters travelling in a convoy of vehicles belonging to Yemen's main southern separatist forces in the city of Aden on Thursday, the militia said. The Southern Transitional Council (STC) forces tweeted that the casualties were part of a convoy including Brigadier-General Mohsen al-Wali, but gave no figures. Aden is the seat of Yemen's internationally recognised government, which in December formed a new power-sharing cabinet including the STC under a deal brokered by Saudi Arabia.
Angel, also known as Kyal Sin, was shot in the head and killed in the city of Mandalay on Wednesday while wearing a shirt bearing the message "Everything will be OK". Mourners, many of them young like her, filed past her open coffin and sang protest songs, raised a three-fingered salute of defiance and chanted slogans against the Feb. 1 military coup that has plunged the country into turmoil. Angel was one of 38 people killed on Wednesday, according to a United Nations tally.
The European Union's top court ruled on Thursday that Britain had breached the bloc's air pollution limits for years and ordered it to comply with the rules, raising the possibility that the country may be fined even though it has quit the EU. Britain voted to leave the EU in 2016 and finally exited the bloc - including the orbit of the European Court of Justice - at the end of last year. However, in its withdrawal agreement with the EU, Britain agreed to apply the EU court's judgements in any cases that were initiated while the country was still an EU member.
President Emmanuel Macron will spare the Paris region a weekend lockdown for now, determined to keep France's economy as open as possible, even though the death rate from COVID-19 is still creeping up. Two government sources aware of Macron's thinking said Prime Minister Jean Castex would on Thursday announce a weekend lockdown for the northerly Pas-de-Calais area, like that already imposed on the French Riviera, but not for the capital and its surroundings. Macron is hoping to avoid another setback for the economy in the expectation that France's coronavirus vaccination programme, which has targeted the most vulnerable but been slow, will gradually reduce the numbers falling sick and dying.
Three Black female local prosecutors aligned with a movement to end racial disparities in the U.S. criminal justice system are seen as contenders for top federal prosecutor posts, sources said, a potential sign of how President Joe Biden aims to reform the Justice Department. Rachael Rollins in Boston, Sherry Boston in Atlanta and Satana Deberry in Durham, North Carolina have been approached by congressional Democrats or members of Biden's transition team about potentially leading some of the department's 93 U.S. Attorney's Offices, sources familiar with the matter said.

The White House is adding transportation and manufacturing specialists to its senior ranks as President Joe Biden prepares to lobby for a U.S. infrastructure bill that was a centerpiece of his campaign. Biden's National Economic Council (NEC) has hired Massachusetts Institute of Technology manufacturing and economic development researcher Elisabeth Reynolds as well as a former top administrator at the transit authority that serves the greater Boston area, Samantha Silverberg, according to a White House official who declined to be named ahead of an official announcement.
The United States's special envoy for Afghanistan, Zalmay Khalilzad, has arrived in Doha, sources said on Thursday, where he is set to meet with the insurgent Taliban at a delicate time for the Afghan peace process as Washington reviews its options. Khalilzad's planned meetings with Taliban leaders in Doha would be the first in person since President Joe Biden's administration announced it was reviewing plans for the peace process.
Books titled “Trees in Trouble” and “How We’re F—ing Up Our Planet” scream out from the shelves of Barnes and Noble’s nature and wildlife section between reassuring tomes on hummingbirds and wildflowers. As the warming world faces raging forest fires, rising seas and increasingly erratic weather, the United States has seen a boom in books about climate change. A Yale University survey released in December found that 66% of Americans were either somewhat or very worried about climate change, up from 53% in 2011.
Thailand's tourism minister said on Thursday he will propose a plan for foreigners to undertake COVID-19 quarantine in popular tourist areas, including beach resorts, in a bid to help revive the country's struggling tourism sector. The hotel quarantine plan is expected to start in April or May in the provinces of Phuket, Krabi, Surat Thani, Chonburi and Chiang Mai, Minister Phiphat Ratchakitprakarn told reporters after meeting with tourism operators and health officials. Last month, the country welcomed golfers from South Korea for its new golf quarantine programme.
