The European Union wants to produce a fifth of the global output of cutting-edge semiconductors at the end of this decade and make its first quantum computer in five years, as part of efforts to cut its dependence on non-European technologies. The EU plan called 2030 Digital Compass comes as the COVID-19 pandemic exposes the 27-country bloc's reliance on key technologies owned by Chinese and U.S. companies. Prime Minister Justin Trudeau said Canada would commemorate the country's more than 22,000 COVID-19 victims on Thursday and pay tribute to those fighting the virus. The government declared a "National Day of Observance" on March 11 inviting Canadians "to join together in honoring the memory of those we have lost, and the people they left behind," Trudeau said in a statement on Monday. Canada has finally got a second wave under control and many provinces are loosening health restrictions even as some experts warn a third wave - propelled by more contagious variants - may already be on the way.

The U.S. government on Monday sued the automobile device manufacturer EZ Lynk, accusing it of selling "defeat devices" to enable car and truck owners to disable their vehicles' emission controls at the push of a button. In a complaint filed in federal court in Manhattan, the U.S. Department of Justice said the company's EZ Lynk System has enabled thousands of drivers to "delete" emissions controls from Ford, GMC and Chrysler trucks, among other vehicles.

The U.S. Justice Department has arrested another alleged associate of the anti-government Oath Keepers militia over his alleged role in storming the U.S. Capitol on Jan. 6. In charging documents made public on Monday, the FBI said Robert Minuta, 36, a recent resident of Hackettstown, N.J. who owns a tattoo shop in Newburgh, N.Y., "berated and taunted" U.S. Capitol Police while he was clad in military-style gear, then attacked the Capitol and disrupted Congress as it was certifying President Joe Biden's election victory. A Justice Department spokeswoman said Minuta was taken into custody over the weekend.
Jury selection in the trial of a former Minneapolis officer accused in the death of George Floyd was put on hold Monday while an appeals court considers whether to reinstate a third-degree murder charge against him. Derek Chauvin is already facing a second-degree unintentional murder charge and a manslaughter charge. Floyd, who was Black, died May 25 after Chauvin, who is white, pressed his knee on Floyd’s neck while he was handcuffed on the ground, pleading that he couldn’t breathe.

In a former royal forest, tree surgeons on Monday began felling centuries-old oak trees which will be used to rebuild the wooden-framed spire of Notre-Dame de Paris after it was destroyed by fire. The lead-coated spire, which for more than 150 years had defined the central Paris sky line, was consumed by the blaze in April 2019, collapsing through the stone vaulted roof to the tears and gasps of distraught onlookers. President Emmanuel Macron announced last summer that the 96-metre (315 ft) spire would be reconstructed as originally designed by Eugene Viollet-le-Duc in the 19th century, launching the hunt for the 1,000 oaks required to build the spire and the frame of the cathedral's transept.
A Brazilian Supreme Court judge on Monday annulled the criminal convictions against former leftist president Luiz Inacio Lula da Silva, a move that could allow the popular politician to run in next year's presidential election. In a surprise decision, Justice Edson Fachin said that a court in the southern city of Curitiba did not have the authority to try Lula on corruption charges and that he must be retried in federal courts in the capital Brasilia. The ruling, which will be reviewed by the full Supreme Court, restored Lula's political rights, potentially blowing open the 2022 presidential race, when right-wing President Jair Bolsonaro is expected to seek reelection.
