Heavy Rainfall and Powerful Winds Cause River to Overflow in Northern Washington

Heavy rain overwhelmed the Skagit River and pushed floodwaters onto properties in northern Washington on Monday, November 15, as an atmospheric river brought rain and high wind, the National Weather Service (NWS) said.
