IPOH, Sept 27 — Hardcore poor and people with disabilities from Perak are allowed to apply for a lower premium payment for leasehold land, the state assembly was told today.

Menteri Besar Datuk Seri Saarani Mohamad said that the two groups were allowed to appeal for a reduction as the state government understood that they cannot afford a high land premium rate.

“Therefore, the Office of the Director of the Perak Lands and Mines Department (PTG) has issued a Director’s Circular of Perak Lands and Mines Bill 3 2020 which relates to the Premium Reduction Appeal Application Policy.

“This policy is for applicants who are eligible under the categories of hardcore poor or person with disabilities for a reduction in premium payments based on the recommendation of the Office of the Director of PTG, which will then be decided by the state authorities,” he said.

Saarani, who is the Kota Tampan assemblyman, was replying to an oral question by Bercham assemblyman Ong Boon Piow on discounts and instalments for land premiums for the hardcore poor.

However, Saarani said the state government did not offer the option of instalments for the premium payment method as it is a one-off payment to allow ownership registration.

“The premium payment period is set for three months from the date that Notice 5A is issued, after which a further three-month extension can be requested.

“The details of Notice 5A for the purpose of premium payments cover the first year tax, survey fees, boundary marking and title registration fees.

“Failure to complete the payment within the stipulated period may result in ownership approval being considered as lapsed by the state authorities,” he explained.
