Floodwaters Wash Over Downtown New Haven as Tropical Storm Elsa Hits Connecticut

Several inches of rainfall flooded the streets of downtown New Haven, Connecticut, on Friday, July 9, as Tropical Storm Elsa trekked into southern and coastal New England.

This footage filmed by Howard Forman shows floodwaters spouting out of manholes as wind gusts blew precipitation across a roadway.
