8 F&B outlets ordered to close, 32 diners fined for breaching safe management measures

SINGAPORE — Eight food-and-beverage (F&B) outlets have been ordered to close, while 14 other outlets and 32 diners were fined for breaching COVID-19 safe-management measures.

According to a media release by the Ministry of Sustainability and the Environment (MSE) on Tuesday (29 September), the eight outlets are:

  • Brewerkz at Riverside Point: On 12 September, officers detected a group of eight individuals seated across two tables and intermingling at the outlet at around 8.45pm. The Urban Redevelopment Authority (URA) issued an order requiring the operator to close the premises for a period of 10 days from 25 September to 4 October.

  • Siam Square Mookata at Punggol Settlement: On 16 September, officers arrived at the outlet at 10.45pm and observed patrons at two tables consuming alcohol. The Singapore Food Agency (SFA) issued an order requiring the operator to close the premises from 19 September for a period of 10 days until 28 September.

  • 59 New Upper Changi Road coffeeshop: On 16 September, officers found individuals at four tables consuming alcohol at 10.50pm at the outdoor refreshment area outside 59 New Upper Changi Road. The alcoholic beverages were sold and served from a drinks stall at the block’s coffeeshop. SFA issued an order requiring the operator of the drinks stall to close the premises from 19 September for a period of 10 days until 28 September.

  • Ggang Tong: On 16 September, Ggang Tong, located along Tanjong Pagar Road, was observed at 9.05pm to have admitted 12 patrons seated across two tables, with six seated at each table. The patrons were observed intermingling and sharing food with one another across tables. URA issued an order requiring the operator to close the premises for a period of 10 days from 25 September to 4 October.

  • Chicken Up: On 18 September, Chicken Up, located along Tanjong Pagar Road, was observed to have admitted 10 patrons seated across two tables and intermingling at 9.15pm. URA issued an order requiring the operator to close the premises for a period of 10 days from 26 September to 5 October.

  • Jalan Membina coffeeshop: On 19 September, officers observed a patron consuming alcohol at 11.20pm at the outdoor refreshment area at 26 Jalan Membina. SFA issued an order requiring the operator of the drinks stall at the block’s coffeeshop to close the premises from 23 September for a period of 10 days until 2 October.

  • Jamboree Bar and Cafe: On 25 September, officers observed individuals intermingling with different groups of patrons seated at different tables at Jamboree Bar and Cafe at Orchard Towers. The Singapore Tourism Board (STB) issued an order requiring the operator to close the premises from 26 September to 4 October.

  • Cafe de Muse: On 25 September, Cafe de Muse at Shaw House was observed to have groups queuing at the entrance without observing a safe distance of at least one metre. Officers also observed that temperature screening for patrons was not in place, and the seats between patrons were less than one metre apart. STB issued an order requiring the operator of Cafe de Muse to close the premises from 26 September to 4 October.

For the 14 F&B outlets which were fined, they were found to have breached safe management measures such as admitting and seating groups of more than five together, allowing groups to intermingle between tables, seating groups of customers less than one metre apart, and not ensuring that food handlers wear their masks properly.

Thirteen of the outlets were fined $1,000 for breaching the measures, while one outlet was fined $2,000 for repeat offences.

Meanwhile, 32 individuals will be fined $300 each for not observing safe management measures at F&B outlets. These breaches involved gathering and sitting in groups of more than five, intermingling between tables and not putting on masks promptly after eating or drinking.

Additional inspections of 240 F&B outlets

MSE said that government agencies conducted additional inspections on 240 F&B outlets in known hotspots last Friday and Saturday.

Among these, 15 were found to have breached safe management measures. The breaches involved groups of more than five seated together or intermingling between tables, seating groups of customers less than one metre apart and the serving and consumption of alcohol past 10.30pm.

Agencies are reviewing these breaches and the appropriate enforcement actions to be taken, including temporary closure of the outlets and the issuance of fines.
