The European Union wants to produce a fifth of the global output of cutting-edge semiconductors at the end of this decade and make its first quantum computer in five years, as part of efforts to cut its dependence on non-European technologies. The EU plan called 2030 Digital Compass comes as the COVID-19 pandemic exposes the 27-country bloc's reliance on key technologies owned by Chinese and U.S. companies. The plan cited the importance of semiconductors, used in connected cars, smartphones, internet-linked devices, high performance computers and artificial intelligence, and where a global shortage is shutting down car factories around the world.

Prime Minister Justin Trudeau said Canada would commemorate the country's more than 22,000 COVID-19 victims on Thursday and pay tribute to those fighting the virus. The government declared a "National Day of Observance" on March 11 inviting Canadians "to join together in honoring the memory of those we have lost, and the people they left behind," Trudeau said in a statement on Monday. Canada has finally got a second wave under control and many provinces are loosening health restrictions even as some experts warn a third wave - propelled by more contagious variants - may already be on the way.

The U.S. government on Monday sued the automobile device manufacturer EZ Lynk, accusing it of selling "defeat devices" to enable car and truck owners to disable their vehicles' emission controls at the push of a button. In a complaint filed in federal court in Manhattan, the U.S. Department of Justice said the company's EZ Lynk System has enabled thousands of drivers to "delete" emissions controls from Ford, GMC and Chrysler trucks, among other vehicles.

In charging documents made public on Monday, the FBI said Robert Minuta, 36, a recent resident of Hackettstown, N.J. who owns a tattoo shop in Newburgh, N.Y., "berated and taunted" U.S. Capitol Police while he was clad in military-style gear, then attacked the Capitol and disrupted Congress as it was certifying President Joe Biden's election victory. A Justice Department spokeswoman said Minuta was taken into custody over the weekend.
Jury selection in the trial of a former Minneapolis officer accused in the death of George Floyd was put on hold Monday while an appeals court considers whether to reinstate a third-degree murder charge against him. Derek Chauvin is already facing a second-degree unintentional murder charge and a manslaughter charge.
