DBKL Introduces New Scheme To Address Rent Collection Issues
Rent collection issues at Public Housing (PA) and People’s Housing Projects (PPR) will be addressed via the Rent Arrears Payment Services Scheme (Skim Khidmat Menjelaskan Tunggakan Sewa).

 

Kuala Lumpur City Hall (DBKL) has rolled-out a new scheme that would see public housing tenants with at least six months’ arrears being hired as cleaners, with their salaries used to pay for the rent, reported The Star.

Launched by Federal Territories Minister Khalid Abdul Samad, the Rent Arrears Payment Services Scheme (Skim Khidmat Menjelaskan Tunggakan Sewa) aims to address rent collection issues at Public Housing (PA) and People’s Housing Projects (PPR) while boosting the revenue of DBKL.

“Under the scheme, DBKL will appoint PPR and PA residents with rent arrears as cleaners… The salaries that they receive from their jobs will be used to settle their rent arrears,” he said.

“The scheme is open only to those who fulfil certain criteria, such as pensioners or able-bodied adults who are unable to find jobs.”

Since its introduction in December last year, 281 residents have subscribed to the scheme, while an additional 107 residents are seen as potential subscribers.

Those who avail of the scheme will earn RM800 to RM1,300 monthly as full-time or part-time cleaners. The monthly rent for a PPR unit ranges from RM95 to RM135. Payment for two months’ rent – one current and one backdated – will be deducted from the cleaners’ salary.

“This scheme is one way for DBKL to collect rent arrears, as it would otherwise have to take enforcement action against tenants who infringe on their tenancy agreement,” noted Khalid.

“These PPR and PA homes were meant to be temporary places to assist the poor with housing while they gained financial independence and found their own permanent housing…But some units are now home to multiple generations, which is unfair to other poor folk who need PPR and PA housing.”
