after failing to meet targets, its top commission says
Regulators are struggling to deal with growing volumes of waste
as rising urban populations consume more

But China is now rolling out regulations making people sort their trash
Single-use plastics and non-recyclable packaging waste are being restricted too
China also banned imports of foreign waste in 2018
