The Spanish government has agreed with regional authorities that up to 10 people will be allowed to gather at a household for the Christmas and New Year holidays to avoid spreading the coronavirus, Health Minister Salvador Illa said on Wednesday. The agreement, which applies to celebrations on Christmas Eve, Christmas, New Year's Eve and on New Year's day, means a slight relaxation of the current general rule that allows gatherings of up to six people, except in some regions that have defined their own limits. Movement between regions will be banned, with some exceptions, between Dec. 23 and Jan. 6, Illa told a news conference.
One of two Libyan men who hijacked a plane and diverted it to Malta four years ago was jailed for 25 years by a Maltese judge on Wednesday. The Afriqiyah Airlines Airbus 320 was on an internal flight to Tripoli when it was hijacked on Dec. 23, 2016 by the men, supporters of former Libyan leader Muammar Gaddafi. They threatened to blow up the plane unless their demands were met, but the Maltese government refused to negotiate before the 109 passengers on board were released.

Discovery is joining the increasingly crowded streaming fray with its own reality-focused service Discovery Plus that will include shows from the Food Network, HGTV, TLC and its other networks. The service will cost $5 a month with ads and $7 a month without ads. Discovery said the service will be available on “major platforms," connected TVs, web, mobile and tablets, but it didn't specify which services would carry it.

Small numbers of fans will be allowed to return to select Premier League matches this weekend with home clubs hoping some of the advantage that supporters traditionally give them will return. The company analysed last season's 288 Premier League matches with crowds and the 190 played since June with no spectators to see how the lack of spectators has impacted football in the Premier League. "With no crowds in the stadium, away teams are scoring 12% more goals than they did last season with crowds," Simon Gleave, the company's head of sports analysis, said.

Chow made headlines this week after being jailed for ten months for unlawful assembly during last year's anti-government protests. (SOUNDBITE) (English) PRO-DEMOCRACY ACTIVIST, AGNES CHOW, SAYING: “… the police violence and abuse of power of the police and also of the Hong Kong government is still continuing..." Chow has been politically active since she was 15 and has a strong youth following. She played a leading role in the so-called Umbrella movement protests in 2014, striving to secure universal suffrage for the former British colony. Later, Chow emerged as a figurehead of Hong Kong’s pro-democracy movement, alongside fellow activists Joshua Wong and Nathan Law. The trio founded the democracy group Demosisto in 2016. The party was dissolved hours after Beijing passed its contentious national security law in June, amid fears it could be targeted under the legislation. In 2018, she was banned from running in a Legislative Council by-election, under rules to curb independence advocacy. Chow said at the time: "Hong Kong Demosisto has never had a pro-independence stance but we believe Hong Kong people have the right to self-determination." Fluent in Japanese, Chow has particularly gained traction in Japan, where she has been dubbed the "goddess of democracy" by the media. Chow also has a sizeable social media following. Her YouTube channel has over 325,000 subscribers. She featured prominently in the anti-government protests last year, alongside Wong - who has been jailed for 13 months - and Law, now in exile in Britain. Chow was arrested in August under the broad terms of the security law on suspicion of "colluding with foreign forces."

EU envoys agreed on Wednesday on a new mechanism to punish human rights abuses around the world by targeting people regardless of their nationality or their location, two diplomats said. Pushed by the Netherlands, as well as the United States, the European Union will now be able to freeze assets of those deemed responsible, similar to the Magnitsky Act of 2012 in the United States, highlighting abuses that might otherwise go unnoticed. Sergei Magnitsky was a Russian lawyer arrested in 2008 after alleging that Russian officials were involved in large-scale tax fraud.
