WASHINGTON - The White House says North Korea has not fulfilled conditions necessary for its removal from the U.S. blacklist of state sponsors of terrorism.
North Korea announced Tuesday that it has stopped disabling its nuclear reactor and will consider restoring the plutonium-producing facility because the U.S. has not removed it from the terror-sponsor list.
White House press secretary Dana Perino says North Korea has to come up with an internationally accepted plan for verifying that it is abandoning its nuclear program. She says the U.S. will fulfill its commitments as North Korea fulfills its commitments.
Secretary of State Condoleezza Rice said Tuesday, "I assume that North Korea recognizes that it still has obligations."
